SUMMA and UNICEF seminar focuses on the voices of teachers, children and adolescents to rethink the role of technology in education

SUMMA and UNICEF Latin America and the Caribbean held the seminar “Rethinking the role of technologies from the perspective of the actors: who do we need to strengthen educational ecosystems in the region?” under the launch of the 2023 GEM Report on Technology in Education that took place in Montevideo, Uruguay.
This activity marked the beginning of the new strategic alliance between SUMMA and UNICEF LACRO which aims to collaborate in various research, development, dissemination and creation activities of educational content to be made available to actors in the educational field in the countries of Latin America and the Caribbean.
The event was hosted by SUMMA’s Director of Strategic Development and Advocacy, Karla Fernandini, and began with opening remarks by Manos Antoninis, director of the GEM Report.
Then, Fernando Salvatierra, ICT Program Specialist at the IIEP UNESCO Office for Latin America and the Caribbean, presented the UNESCO and UNICEF study “Digital policies in education in Latin America”, which compiles and comparatively analyzes the main ICT responses in education deployed at the national level by a group of Latin American countries.
“Internet access is the big pending. It was an insurmountable obstacle to sustaining educational continuity during the pandemic,” Fernando said. And he mentioned as the main conclusions of the study the fragmented, incidental and experimental use of ICTs, and the lack of attention to the most vulnerable groups.
Next, the director of SUMMA Javier González, spoke about the lessons and challenges that the pandemic left for education in Latin America and the Caribbean, based on the results that the regional study “The Teachers’ Voice”, carried out by SUMMA-KIX LAC and OECS, in collaboration with the Ministries of Education of 21 countries in the region and in which 200,000 teachers participated.

After launching the study with the regional results last year, Javier announced that this month, SUMMA will deliver the results of this study by country.
“Latin America was the region of the world hardest hit by the pandemic. And I think this is an important reflection of how little resilient our educational systems are, considering that pandemics are going to be more and more frequent,” he said. The study revealed, among other things, that during the pandemic “there was insufficient ministerial and local support and accompaniment for distance learning. 81% of the teachers indicated that they had received training for distance learning, but 46% declared that it was insufficient.
For her part, María José Velasquez, UNICEF Education specialist, highlighted in her presentation the importance of developing evidence from a perspective that understands childhood and adolescence in all its diversity. “There are many layers and types of diversity that must be made visible and focus the construction of evidence from there. The population of children and adolescents in the region is very heterogeneous,” he warned. Next, Ítalo Dutra, Regional Education Advisor of that organization, stated that “it is necessary to prioritize investment and have the political space to have more knowledge about what is happening in education.”
After the presentations, a panel discussion was moderated by SUMMA’s Director of Innovative Practices and Policies, Dante Castillo-Canales, and made up of María Brown Pérez, Minister of Education of Ecuador; Lilian Demattei, General Director of Science and Technology of the Ministry of Education and Science of Paraguay; María Florencia Ripani, Director of Fundación Ceibal; and Cecilia Llambi, Principal Executive and Education Specialist of the Sustainable Development Projects Department, Southern Region of CAF-Development Bank of Latin America. In addition, the Minister of Education of El Salvador, José Mauricio Pineda, was present through a pre-recorded video.
