The first participatory workshop was held in El Salvador within the country’s support mechanism framework.

This support mechanism, promoted by the Global Partnership for Education (GPE) and IDRC, provides a rapid, robust, and relevant response to the support needs expressed by KIX LAC member countries. In this context, SUMMA’s technical team, chosen by the Ministry of Education of El Salvador to accompany and advise on the design and development process of the educational reform, was selected by the Ministry of Education of El Salvador. Mi Nueva Escuelathey made a technical visit to the country between June 18 and 21, where meetings were held with the leading authorities of the Ministry, as well as field visits to learn about the reality of the country’s schools.
The participatory workshop was held on Wednesday, June 21. Its objective was to promote joint reflection by the ministerial teams on the main objectives of the reform, the critical issues to be addressed, and a first definition of the strategies needed to achieve them, which will mark the horizon of the national educational reform that will be implemented in the coming months. The meeting was attended by more than 20 officials from the ministerial teams in charge of the reform, including Edgard Ábrego, general director of levels and modalities; Alex Granados, national director of Curriculum; Ana Marta Najarro, in order of Planning, as well as those in charge of the areas of inclusive education, educational counseling, primary education, social programs, and early childhood.
Raúl Chacón, director of KIX LAChighlighted that “the work done during the first phase of KIX LAC has allowed us to see the need for direct collaboration with countries to address the educational challenges that were exacerbated in the aftermath of the COVID-19 pandemic. This customized support mechanism, driven by GPE and implemented by SUMMA, is an additional component to complement existing methods of research, knowledge mobilization, and capacity building focused and aligned with each country’s unique educational challenges and priorities.
In the same vein, the director of educational levels of the Ministry of Education, Edgar Abrego Cruz,valued the visit of the SUMMA officials and technical team responsible for accompanying the Country Support and assured that “Undoubtedly the previous dialogues and this workshop have allowed us to find key elements in the perspective of reflecting together on the new directions and challenges that post-pandemic education represents for countries like ours. We have generated a meeting point that allows us to design together the elements that will serve as the basis and foundation for this transformative education process in El Salvador. The entire technical team was delighted with the interaction during the visit and, above all, broadened the vision for the future of improving education in our country”. He also stated, on behalf of Minister José Mauricio Pineda, the agreement that this collaboration will make it possible to generate a process that will also serve as a model for other countries in the region. Finally, he thanked the SUMMA team for their work, time, and dedication in accompanying them to dream of a better El Salvador.
The workshop was divided into two modules. In the first, participants worked in small groups to discuss the priorities and critical issues identified by SUMMA in each of the dimensions of the Salvadoran education system. In the second module, the groups defined some action strategies to address the identified priorities and analyzed the available resources, constraints, and opportunities present for the design of the strategy.
This first activity was beneficial for framing SUMMA’s technical assistance, which seeks to promote joint work with ministerial teams based on technical evidence and the installation of strategic capacities to implement the Mi Nueva Escuela reform.
*The introduction of the Country Support Mechanism by KIX is a response to the emerging demand expressed by countries through regional and national dialogues and consultations. The main objective of the Country Support mechanism is to facilitate the rapid and targeted provision of evidence, policy assistance and capacity building to GPE member countries.
