Ministerial panel and discussion spaces on educational priorities in Latin America and the Caribbean on the first day of the 3rd Regional Meeting KIX LAC

With the objective of continuing to mobilize evidence, knowledge, innovation and promote the exchange of experiences in educational policies and practices, the 3rd Regional Meeting of the KIX LAC – SUMMA hub will take place. Strengthening Public Education in Latin America and the Caribbean, during three days in the city of Tegucigalpa – Honduras.
This third regional meeting will be attended by more than 60 relevant actors in the field of education, representatives of Ministries of Education, universities, teachers’ unions, civil society organizations and international experts in education, to discuss strategies, research and innovations, and work to combat the challenges for strengthening public education in the region from a global, regional and national perspective.
SUMMA’s Director of Institutional Development and Advocacy, Karla Fernandini, welcomed the meeting, and KIX LAC Director, Raúl Chacón, presented the progress and achievements of KIX, assuring that “At SUMMA we have a great opportunity with KIX LAC to contribute to educational improvement in the region and continue to actively promote dialogue and collaboration between representatives of Ministries of Education, academics, teachers’ unions and organized civil society”. Sonia Rees, OECS Information Management Officer, was then in charge of facilitating the first segment of the day, which was the inaugural panel “Educational Challenges in the Region”, which began with a presentation by SUMMA’s Director, Javier Gonzalez.
The economist presented the results of the regional study “The Teache’s Voice”, carried out by SUMMA together with OECS and KIX LAC, in 21 countries of Latin America and the Caribbean, with the participation of nearly 200 thousand teachers.
Gonzalez reviewed the negative impacts of the pandemic on teacher and student welfare, and highlighted that the closure of schools and suspension of on-site classes generated a strong negative impact on access to education and student participation. “A 64.8% of teachers report a decrease in their students’ attendance and 56.7% even identify a risk of educational exclusion,” he said. “A 37.5% identify health problems and 27.8% demotivation or depression as one of the main problems faced by their students. In addition, it is of concern that 12.1% point to domestic violence in this category. In relation to their own well-being, 39.8% point to personal health and 18.5% to their emotional state as their main concerns”.
He added that “teachers in more vulnerable contexts report greater interruption of access to and continuity of classes, thus violating the right to education in a very important way. This situation deepens the educational gaps that previously existed between different socioeconomic levels”.
He then listed the main challenges that emerged from the study, such as the recovery of learning; the strengthening of support mechanisms and pedagogical accompaniment; and the safeguarding of the right to education by increasing and sustaining public spending on education and its efficient use.
For his part, OECS Director Didacus Jules presented “Regional Challenges from the Perspective of an International Organization.” “The post Covid learning deficit is a generational catastrophe and it is the responsibility of the international community to examine these new contexts,” he warned. “Developing regional and specific policies, is critical. We have a responsibility to look at the contexts. The approach is not to prescribe solutions but to address the particular needs of each place,” he added, noting that “solutions require a deep understanding of the problem. We need to align ourselves, and SUMMA has been a glue for these efforts.
After the individual presentations, it was the turn of the panel of ministers, facilitated by Javier González, with the participation of the Vice Minister of Education of Honduras, Jaime Rodríguez; the Minister of Education of Dominica, Octavia Alfred; the Parliamentary Secretary of the Ministry of Education of Saint Lucia, Pauline Antoine-Prospere; the Director General of Educational Levels and Modalities of the Ministry of Education of El Salvador, Edgar Abrego; and the Director General of the Organization of Eastern Caribbean States (OECS), Didacus Jules.
The objective of the session was to reflect on the role and challenges of public education in the region, with emphasis on the challenges associated with the financing of public education. It also sought to reflect on the opportunities for articulation between countries through sub-regional alliances and with the KIX-LAC Hub.
“Education is not an expense, it is an investment and it is investment in the future,” said Rodríguez, while Abrego warned that “the problems are many and resources are limited.” “Funding must be prioritized and transcend presidential terms,” he said.
Minister Alfred, for her part, stressed that “we have the responsibility to lead the government and other ministries, we are looking for collaboration between ministries, and education must lead the process.” Pauline Antoine-Prospere referred to the need to keep students in schools and “support parents to keep children in school.” Didacus Jules concluded that “there is never enough funding in education, there is always a battle between the Ministry of Finance and the Ministry of Education everywhere in the world.”
The panel was followed by a discussion on the thematic priorities of the different countries, and an open space for thematic dialogues and networking.
Towards the end of the day, the inaugural dinner of the meeting was held, with a presentation by Vicky Colbert, winner of the 2017 Yidan World Prize for Educational Development. The Founder and Director of Escuela Nueva gave a presentation on “Scaling and sustainability of educational innovations and policies: Escuela Nueva’s experience”, followed by a Q&A session.
