Strategic alliances to transform education: SUMMA together with IIEP-UNESCO, OECD and CIAE
28 de August de 2025

In another effort to advance towards a more equitable, inclusive and transformative education in Latin America and the Caribbean, SUMMA established strategic partnerships with IIEP-UNESCO, OECD and CIAE at the University of Chile. These agreements seek to strengthen education in Latin America and the Caribbean through the generation and mobilisation of knowledge, capacity building and the construction of regional public goods.
These partnerships were formalised during the seminar ‘Keys to High-Quality Teaching’, organised by the OECD, SUMMA and CIAE, and led by SUMMA Director Javier González, OECD Director for Education and Skills Andreas Schleicher, and CIAE Director Juan Pablo Valenzuela.
The agreement between IIEP UNESCO and SUMMA aims to provide support and technical assistance to countries in the region in various areas and in different ways tailored to local needs. This collaboration will promote capacity-building opportunities, knowledge generation and mobilisation initiatives, and the development of regional public goods, among other actions.

On the other hand, the OECD and SUMMA are joining forces to promote collaboration among different educational actors in the region and facilitate the generation and mobilisation of evidence in educational policies and practices. As part of this alliance, the study ‘The politics of educational reform: understanding the actors, dynamics and use of evidence in education systems in Latin America and the Caribbean’ will be carried out. This study seeks to analyse the processes of political and institutional change surrounding the use of evidence, while also providing a comparative analysis of the systems in Latin America and the Caribbean with OECD countries outside the region.

Finally, the framework agreement for collaboration between CIAE and SUMMA aims to generate various initiatives related to the production, synthesis and mobilisation of evidence, with the aim of informing and strengthening national decision-making in the design and implementation of educational policies and programmes.

These partnerships reflect SUMMA’s commitment to promoting more equitable, inclusive and high-quality education in the region.
